Transformations of EU Approaches towards Central Asia – 10 July 2019 – Brussels

10 July 2019, Brussels: the research project “Contested Global Governance, Transformed Global Governors? International Organisations and “Weak” States” (GLOBALCONTEST), funded by the French National Research Agency and based at CERAL, University of Paris 13, in partnership with a Brussels-based think tank European Neighbourhood Council (ENC) and the United Nations Development Programme (UNDP) organises a one-day event dedicated to the European Union (EU) – Central Asian relations, in particular in the context of the new EU strategy towards the region.

The event will include three interrelated parts:

  1. Academic workshop (closed event): Transformations of EU approaches towards Central Asia – with participation of scholars from Central Asia and EU Member States (University of St Andrews/UK; University of Kent/UK; University of Ghent/Belgium; University of Bielefeld/Germany; American University of Central Asia/Kyrgyzstan; Institute of World Economics and Politics/Kazakhstan; CADAP-GIZ/Turkmenistan). The workshop will result in an edited volume;
  1. Roundtable session (closed event): Unpacking the EU’s new Central Asian strategy  – with participation of academics, as well as representatives of Brussels-based think tanks, international non-governmental organisations and EU institutions;
  1. Public event: The European Union and Central Asia: Around the New Strategy – high level public event dedicated to EU approaches in regards to Central Asia. The event will offer an opportunity for GLOBALCONTEST project team to communicate findings from the project; for the EU to share the Central Asia Strategy and its importance; and for GLOBALCONTEST project team and ENC to convey the important role for civil society, academics and think-tanks in the new strategy and speaking about possible follow ups, as well as next steps (monitoring, implementation).

22 мая 2019 года на юридическом факультете Университета Лобачевского (Нижний Новгород, Россия) состоится международный научный семинар «Конкуренция акторов и правопорядков в Европейском / Евразийском пространствах». Организаторами семинара являются Университет Лобачевского (Россия), Университет Париж 13 (Франция) и Московский государственный юридический университет им. О.Е. Кутафина (Россия). Семинар представляет собой результат постпроектной деятельности юридического факультета Университета Лобачевского в рамках реализации Проекта Жана Монне EUSECU-POLE и Модуля Жана Монне EUGLOBE (http://euglobe.ru).  Он также является результатом проекта GlobalContest (http://olegkorneev.net/about-globalcontest/), реализуемого в Университете Париж 13 при поддержке Французского национального исследовательского агентства (ANR), и проекта ‘Кафедра Жана Монне’ (‘Правовые основы взаимодействия России и ЕС’), реализуемого в МГЮА им. О.Е. Кутафина.

В семинаре примут участие ведущие исследователи и практики из российских и зарубежных университетов, научных центров и международных организаций (Университет Париж 13 (Франция), Университет Минью (Португалия), Университет Бристоля (Великобритания), Казахстанский институт стратегических исследований при Президенте Республики Казахстан, Балтийский Федеральный Университет им. Канта, Институт Европы РАН РФ, Казанский (Приволжский) федеральный университет, Высшая школа экономики (Москва, Санкт-Петербург), Суд Евразийского экономического союза). Они обсудят вопросы взаимодействия и противодействия ключевых акторов (государств и международных организаций) на европейском и евразийском пространствах, конкуренцию и взаимозависимость правовых порядков в зонах общих и пересекающихся интересов Европейского Союза, России, Евразийского экономического союза, правовые и политические результаты этих процессов, а также потенциал приведения их в русло конструктивного взаимодействия.

Результатом работы семинара станет коллективное издание представленных исследований на английском языке в специальном выпуске рецензируемого журнала.

Рабочие языки семинара: русский и английский (с синхронным переводом).

Workshop “Competing Powers and Legal Orders in European/Eurasian Space(s)”, Lobachevsky University, 22 May 2019

On 22 May 2019, the Faculty of Law of Lobachevsky University (Nizhny Novgorod, Russia) will host an international workshop “Competing Powers and Legal Orders in European/Eurasian Space(s)”. The workshop is organized by Lobachevsky University (Russia), University of Paris 13 (France) and Kutafin Moscow State Law University (Russia). The workshop is a result of follow-up activities within the framework of Jean Monnet Project EUSECU-POLE and Jean Monnet Module EUGLOBE implemented at Lobachevsky University (http://euglobe.ru). It also builds upon results of the GlobalContest project (http://olegkorneev.net/about-globalcontest/) implemented at the University of Paris 13 with funding from the French National Research Agency (ANR), and the Jean Monnet Chair “Legal Foundations of the EU-Russia relations” implemented at Kutafin Moscow State Law University.

The workshop brings together leading scholars and practitioners from Russian and foreign universities, research centers and international organizations (University of Paris 13 (France), University of Minho (Portugal), University of Bristol (United Kingdom), Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan, Immanuel Kant Baltic Federal University, Institute of Europe (Russian Academy of Sciences), Kazan Federal University, Higher School of Economics (Moscow, St. Petersburg), Court of the Eurasian Economic Union). Participants will discuss various types of interactions between key actors (states and international organizations) in the European and Eurasian spaces in various formats. They will, in particular, focus on competition and interdependence of legal orders in the areas of common and shared interests of the European Union, Russia and the Eurasian Economic Union. They will analyze legal and political outputs of these processes as well as potential for channeling them into constructive interactions.

Papers presented at the workshop will be published as a special issue of a peer-reviewed journal.

Working languages: Russian and English (with simultaneous translation).

On 16 April 2019, the Sorbonne-Kazakhstan Institute (Almaty, Kazakhstan) hosts the round table “HEALTH, GENDER AND MIGRATION IN INTERNATIONAL DEVELOPMENT INITIATIVES: CONNECTING THE DOTS IN A TRIANGLE?”

This round table is organised by the University of Paris 13 (Paris, France), the French Institute for Central Asian Studies (IFEAC, Bishkek, Kyrgyzstan) and the Sorbonne-Kazakhstan Institute within the framework of the research project GLOBALCONTEST funded by the French National Research Agency (ANR).

The roundtable gathers representatives of international organisations, non-governmental organisations, academia and think-tanks from various Central Asian countries, Russia and France.

С 13 по 17 ноября 2017 г. у магистрантов образовательной программы “Миграционные исследования”, реализуемой на базе Лаборатории социально-антропологических исследований Томского Государственного Университета, вела занятия Ирина Валентиновна Ивахнюк, доктор экономических наук, эксперт Глобальной ассоциации экспертов по миграционной политике (Global Migration Policy Associates, Швейцария), член Правительственной Комиссии по миграционной политике РФ (до 2016 г.), один из ведущих российских специалистов по вопросам миграции.

Ивахнюк рассказала об основных проблемах формирования и реализации миграционной политики, необходимости подготовки специалистов в данной области, о специфике миграционных исследований и выразила надежду, что выпускники новой магистерской программы ТГУ вольются в экспертное сообщество в сфере миграции.

The research project “Contested Global Governance, Transformed Global Governors? International Organisations and “Weak” States” (GLOBALCONTEST) funded by the French National Research Agency (ANR) and hosted by the centre CERAL (University of Paris 13) invites applications for the position of a Postdoctoral Research Fellow (starting date: 1 January 2018 or as soon as possible thereafter).

Requirements:

  • A PhD/ equivalent degree (or a submitted PhD thesis) in social sciences, preference will be given to candidates with background in International Relations and/or Social Anthropology.
  • Previous experience of (preferably field-based) research in at least one of the following areas a) Central Asian studies; b) international organizations; c) human rights, gender, development and/or security studies. Capacity to adapt their research interests to the needs of the research project GLOBALCONTEST.
  • Experience of post-doctoral research work (individual or team projects) will be an asset.
  • Publication(s) in internationally recognized peer-reviewed journals (published or accepted for publication).
  • Candidates must have a strong command of English and Russian. Knowledge of a Central Asian language is desirable. Knowledge of French will be an asset.
  • Knowledge of textual analysis software will be an asset.

all types of activities within the GLOBALCONTEST project (research design, fieldwork, production of academic and policy-oriented outputs, dissemination and administrative tasks) together with the Principal Investigator Dr. Oleg Korneev.

The postdoctoral fellow will be employed full-time for the duration of 24 months with a competitive salary and social package under the French legislation. S/He will be affiliated to the research centre CERAL (Director: Professor Antoine Pécoud) at the University of Paris 13.

The workshop “Contested Global Governance, Transformed Global Governors?” will be held at the OSCE Academy (Bishkek, Kyrgyzstan) on 3-4 July 2017 in cooperation with the University Paris-13 (Paris), the American University of Central Asia (AUCA, Bishkek) and the French Institute for Central Asian Studies (IFEAC, Bishkek).

The workshop aims to explore the ongoing contestations of global governance interventions of international organisations (IOs) in ostensibly “weak” states and the impact of such contestations on IOs. Studies of IOs and their global governance generating activities tend to focus only on their impact on “the field” and “local” actors. There is clearly not enough attention to the influences that “local” actors and “the field” project on IOs themselves. The workshop is interested in possible transformations of IOs at micro (individual practices and discourses), meso (organisational practices and discourses in the field) and macro (organisational practices and discourses beyond the field) levels. More specifically, it deals with the following sets of interrelated questions:

.

1. Who, in “weak” states, is contesting global governance? What is being contested and how? What are the reasons for such contestations? What are their scope conditions?
2. What are the outcomes of these contestations? Do contestations lead to changes in the master plans/grand strategies, tactics, practices or discourses of IOs at various levels? How do these changes impact on the ability of IOs to exercise their power in global governance?
.

We welcome academic paper proposals focusing on these issues, particularly in the context of Central Asia and other post-Soviet states. We also invite proposals from scholars who study similar issues in other national and/or regional settings. 

.

The academic workshop will be joined by a round table where both academic participants and practitioners (civil servants, staff of IOs, NGOs, independent consultants) would be able to engage in an open discussion on the overarching topic of the event. We, thus, invite practitioners to send their expression of interest to take part in the round table as well as to act as discussants of papers that will be presented at the workshop.
